Sir.

I have the honour to bring the following points to

Your Excellency's notice:-

1. On the 24th May, 1916, the General Officer Commanding at Singapore advised me cable that a Mr. and

Mrs. SCHMUTLING were leaving Java on May 23rd by the 3.5. "TJISONDARI" for Europe via Honkong and San Francisco, at the same time stating that they were active in enemy propaganda and suspected German agenta who give assistance in obtaining false passports for Germans, This information

was passed to the Captain Superintendent of Police on the 25th May by my Intelligence Officer in order that these people could be watched on arrival in the Colony.

2. On the 12th instant it was noticed that a "tr.

Schmulling had been fined $200 by the magistrate for a breach of the Postal Regulations i,e, conveying correspond- ence addressed to the Colonial Office at Berlin.

3. Although there is a difference in the spelling of the names mentioned in paragraph 1 and of that in paragraph 2, there appears to be no doubt that they belong to the one

and the same man.

I enclose for Your Excellency's information a

copy of a cable I propose to send to the War Office, and

would ask that, if you have no objection, the papers taken from Mr. Schmulling may be handed to me for submission to

the War Office,
